I think the beach set sat at Police Beach all summer. I was there in late May after filming was completed and I have photos almost identical to yours. When I was there it was the nice guard on duty who talked to me and let me take as many photos as I wanted.
I was surprised how short a walk it was from the parking area to the beach and just about 200 yards to the left.
